Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just eight days before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
